During this stage, the project moves into detailed development. Depending on the project, this may include collecting site data, completing final designs, securing permits, identifying materials, and preparing bid documents. The specific steps and timing will vary based on the project type, complexity, and permitting requirements.
Stage Outcome: A fully developed, permitted, and implementation-ready project.
Typical Duration to Complete: 3–20 months
