Stage 1 | Project Identification to Selection
Identify project opportunities and determine which projects are ready to move forward.
This is where the Project Delivery Journey begins. A potential project may come from a landowner inquiry, community need, partner conversation, or grantee outreach. During this stage, grantees will identify potential projects, confirm basic eligibility, develop simple project descriptions, and work with partners to prioritize projects for approval.
Already identified a project? Projects included in the original grant application may skip this stage and move directly to Stage 2: Application Development & Approval.
Stage Outcome: Prioritized project with initial DOC feedback.
Typical Duration to Complete: 2–6 months
Timing will vary depending on how projects are identified, outreach needs, and local project selection and prioritization processes.

Stage Workflow
The workflow below outlines the key tasks for moving from an initial project description to a prioritized project ready for application development.
Identify a project through landowner interest, outreach, referrals, or conversations.
Check project location, ownership, and basic eligibility requirements.
Create a project description and define the need, proposed activities, and anticipated benefits.
Review potential projects with the relevant board, committee, or stakeholder group and complete project prioritization.
Share prioritized projects with DOC and receive early feedback on program alignment and benefits.

A: There is no single approach. Grantees have used different methods based on their communities and partnerships, including direct outreach to landowners, referrals, existing relationships, and local project solicitation processes.

A: It can still be an early concept. The goal is to have enough information to understand what is being proposed, confirm basic eligibility, consider potential benefits, and decide whether it should move forward.

A: Bring emerging and prioritized projects into your regular conversations with your DOC grant manager. Early feedback can help identify questions or areas that may need more information before you invest time in a full application.
