Stage 2 | Application Development & Approval
Develop your implementation project description into a complete application for DOC review and approval.
For Round 1 and 2 Grantees, only Implementation Projects require an application and approval. If you are not requesting funds for implementation, then make sure your grant manager is aware that you are working on the project, but typically you do not need to develop an application. “Development” projects can skip to Stage 3 or 4.
During this stage, you’ll work with landowners, partners, and technical experts to further define the project, engage the community as appropriate, develop the preliminary design and budget, and bring everything together into a complete application.
DOC will review the application, provide feedback, and work with you through any needed revisions before approval.
Stage Outcome: Approved, complete Implementation Project application and budget.
Typical Duration to Complete: 2–6 months

Stage Workflow
The workflow below outlines the key tasks for moving from a selected project description to an approved application. Community engagement and developing the preliminary project design may occur together and can benefit from iteration by testing different project benefits and features with community members if appropriate.
Complete appropriate project-specific engagement and document what you learn.
Develop preliminary project design, and prepare the project budget.
Bring project information and supporting materials together in the DOC application package.
Work through DOC feedback and make any needed updates to the application.
Receive confirmation from DOC that the project application is approved.

A: Once your project has been prioritized for implementation, begin assembling your project description, preliminary design, budget, and supporting materials as early as possible. Discuss your intention with your grant manager and set expectations related to timing.

A: No. Most projects only require a preliminary (approximately 30%) design during the application stage. Additional design and permitting activities typically occur during Stage 4: Project Design & Permitting.

A: Revisions are a normal part of the review process. Work with your grant manager and project team to address comments, update the application, and resubmit the requested materials for final approval.
