Welcome to the Project Delivery Toolkit

The MLRP Project Delivery Toolkit is here to make the project journey clearer and easier to navigate, whether you are developing a new project, actively implementing a project, or monitoring ongoing benefits.

Grantees and grant managers have shared that it is difficult to know where to find the right tools and resources and 100% of grantees who provided feedback asked for more practical tools and templates. 

This Toolkit brings together guidance, tools, templates, examples, and access to technical support to help grantees and project proponents move projects through development and implementation.

Built from Grantee Experience

The Toolkit is informed by grantee listening sessions, monthly meetings, feedback, and experiences. The SSE and DOC will continue to add resources with input from grantees, grant managers, and partners. Using the email button at the bottom of the page, please let the SSE know if you have a resource or example that we can post to help others leverage what you have already figured out! 

Find Resources to Support Your Project Delivery Journey 

MLRP projects are each unique, yet they all must complete a certain set of products in order to receive MLRP implementation funding. The stages are defined to approximately follow how a project conceptualized in response to a regional solicitation would proceed from initial description, through approval, and ultimately through implementation and ongoing monitoring. In reality, many projects have already completed some aspects of development and projects may not be seeking implementation funding during a particular grant period. Thus, some stages may not be relevant to a specific project.

Use the Stages as groupings of tasks to help you access guidance, tools, and resources to support grantees and project proponents in completing these tasks. Do not see these stages as a required sequence of steps that should be followed one after each other.

Timeline Expectations

The timelines provided for the tasks within each stage are provided to give project planners a general sense of typical pacing. They are not mandates or even suggestions. Once a project is selected for development or implementation, grantees should set out a rough timeline for the project to move through the relevant stages that make sense for the project.  Your feedback on timeframes during this beta testing period will help us refine these expectations and better inform future project planning.

The timelines are helpful for project proponents, grantees, and grant administrators; however, no project needs justification as to why its expected timeline is different than the ones listed for each stage.
